You just hit a home run....I will definitely let my state representatives know what I think about this.  Heaven knows, many localities besides Norfolk could benefit greatly from your proposal.  I&#039;d love to see Portsmouth AND Norfolk able to enact your proposal under home rule.

		<description>I am searching for articles on The Dillon Rule and transportation-sent a message to Prof Richardson &amp; he knows of none-I live in NOVA and this is our biggest problem-the Gov has declared he will fix the situation, but he cannot do it without the leg and I can&#039;t see them-irrespective of party, giving up that much power.  The Warner referendum failed here because no one believed that raising taxes without some local authority to oversee the money would solve anything.  The answer is a voting block made up of the Tide Water and NOVA, but that&#039;s where the parties intervene and stop cooperation.  If you know of anything written about transportation or you have any ideas, would appreciate same. It seems to me that what the Brookings Inst. and Prof Richardson see as a bonus in land management, is a big fat liability vis a vis transportation.</description>
