As far as no immediate effect because it only allows localities to create the exemption, that&#039;s why we use Dillon&#039;s rule in Virginia. I have no doubt that the moment the cities are authorized to pull a fast one on the people, they will jump at the chance. Why should this time be different?]]></description>
