DMV to collect titling fee

According to The Virginian Pilot, HB649 passed the Senate yesterday on a 39-0 vote. The bill would shift the burden of collecting the new 1% car titling tax fee, imposed by the last year’s transportation bill, from the car dealers to the DMV.

The change required by HB649 would increase collection costs for the DMV by an estimated $3.4 million, according to a legislative impact statement.

So while we’ve got this revenue shortfall thing going on, the legislature votes to spend more money it doesn’t have.

Makes a lot of sense to me.

  1. From what I read in the V.P. article, this is a Hampton Roads tax. If it were to be collected by the dealers, which dealers would be required to collect the tax? Just those in Hampton Roads? Would people who buy a car in H.R., but who do not live there, be required to pay the tax? Would those who live in H.R., but purchase a car elsewhere, be required to pay the tax? In the last case, who would collect the tax?

  2. Actually, it is both the Hampton Roads and NoVA areas, that have the transportation authorities.
