This Sunday’s On the Record will feature a discussion with Art Collins, who is retiring after 39 years with the regional planning district commission. Collins has spent the last 30 years as the executive director of the HRPDC, and in that role, has had his supporters and his detractors as he has tried to steer the transportation debate.
