If I had been there, my question would have been:

&quot;Governor Kaine, your new proposal included many tax increases other then an increase in the fuel tax.  The justification for not including a fuel tax increase is that it would be &#039;Dead On Arrival&#039;.  Seems to me that those who oppose a fuel tax increase will also oppose any other tax increase as well.  Why did you abandon the fair increase in the fuel tax for less fair proposed tax increases that have no increased chance of being approved?&quot;]]></description>
