Can’t pay without bill & city won’t send bill

In what has to be one of the more bizarre tales I’ve seen in a while, a large taxpayer in Portsmouth wants to pay its personal property tax bill but the city hasn’t sent a bill.

Marina Mandella would like nothing more than to pay the personal property tax that APM Terminals owes the city this year.

Meanwhile, Portsmouth officials have been arguing over when APM should receive a personal property tax bill. To date, the city has not sent the company one.

I read this story three times. I still don’t know why no bill has been sent. Regardless of the reason, though, I would think that Portsmouth would want to get a bill out so they can get paid. $2.8 million ain’t chump change.

UPDATE: The bill is going out Friday.
