Just like everything else there is to offer. These communities are being hit hard economically partially due to the lack of broadband access in the area. Some communities on the south side of Virginia have tried to address this before, only to find out that they're not nearly as important to Virginia's govt and regulators as Verizon. I hope this new push doesn't turn into another excuse to shovel (more) money in to the coffers of the Baby Bells. I have never beofre thought of broadband as national infrastructure, like railroads and interstates. (I also think we need more freight rail.) Makes sense.
