Floor-Flippers

This year’s increased scrutiny of committee meetings has created an interesting new creature in the House of Delegates – the “Floor Flipper.”

Floor Flippers vote for a bill in committee (often overwhelmingly), but later vote against the same bill when it arrives on the House floor.

Now we know why they don’t want recorded votes in the committee meetings. The only question is why do they do this? About the only thing I can come up with is that they are willing to allow the bill to get to the floor, even though they don’t personally support it.

Can you think of any other reasons for this phenomena?

  1. The excuse I’ve always seen given is that the bill was changed from the one they voted to send out of committee.

    The more reality is that they voted for a certain bill in committee and then are told by powerful interests why they should change their minds (or lose money and/or votes).
