While absentee ballots (and assistance with them) are probably the only answer for displaced N.O. residents, the absentee system is the part of the voting process most open to fraud.
Recent discoveries in Wise County, Virginia, where a corrupt “city hall” in one town applied falsely for absentee ballots for a number of people who didn’t usually vote in city council elections, intercepted the ballots at the local post office and “voted them” for the unsuspecting “voters” are just one more object lesson.
I guess there really isn’t much of an alternative for those displaced by Hurricane Katrina, though.
