My favorite answer:
I devoted much of my legislative career to giving localities the tools needed to manage growth. We came within a couple of votes but never gave localities any real power to get out from under the Dillon Rule. I don’t think Richmond should be telling counties how they should grow. Transit must be increased because we can’t build enoungh roads to make a dent in traffic problems.
Once again, it’s Dillon to the rescue 👿 That pesky rule pops up anytime localities want to do something. Will the legislature ever be willing to give the localities the power they need to make their own decisions?
