In the never-ending saga of city governments, Norfolk joins Chesapeake and Virginia Beach in “finding” extra money, this time, $8 million. And, as expected, they figured out how to spend it.
I feel like a broken record. Just give it back.

Is there really such a thing as “government runs a surplus”? Let us all remember that the government does not produce or sell any products. All the funds the government takes in belongs to the people. Please return all surplus monies to the people.
