The Shad Plank tells us House Speaker Bill Howell and House members gave Del. Melanie Rapp a standing ovation today, congratulating her on the idea to go to Jamestown. As it turns out, it wasn’t Rapp’s idea – it was that of Frank Hall, the Democratic Minority leader.
