Tuesday, the Poquoson City Council voted against the regional transportation authority, joining York County in rejecting the proposal. Approving the measure so far are Virginia Beach, Norfolk, Portsmouth, Newport News and Williamsburg. Isle of Wight and James City counties have delayed their votes. Chesapeake and Hampton have previously indicated that they are inclined to reject the plan. Suffolk also has yet to vote on the plan.
