James City County approved the Hampton Roads regional transportation authority last night. That makes the current tally 6-2, just one “yes” vote away from it becoming a reality. We could have an answer by the end of the week: Hampton, which is expected to vote no, decides tonight and Isle of Wight decides on Thursday.
