Budget update: money restored for commissioners’, treasurers’ offices

I understand that the funding for the commissioners of the revenue and treasurers’ offices (amendment numbers 72 #4H (Commissioners) and 75 #4H (treasurers)) has been restored. Originally, these amendments would have removed $4 million in funding from these offices.

Well Brian, if this silly bill would quit being introduced every year in the General Assembly and that the valuable time would be spent on real issues facing the Commonwealth, Virginia would be so much better off. Bottom line, Constituitional officers provide an excellent checks and balance system. To have the person’s doing the spending,(i.e, city & county governments) also determine how much we should be paying,(Commissioner of the Revenue function) and collecting that money,(treasurer function), would be a big mistake. I thought Leo Wardrup retired from the General Assembly but apparently his ghost picked up where he left off. Constitutional Officers in Virginia date back to the late 1700’s. History is not always a musing but something that reminds us time and time again, that if it ain’t broke, don’t try to fix it!

Can you imagine the budgetary games that would be played locally if the City and County governments were able to “project” assessed revenue and collections without an independent accountability for the Citizen’s? Even a blind man could see that some of the city and county governments would be tempted to inflate revenue projections and revenue collections to “fit” their spending requirements (desires). Even with the checks and balances provided by the Constitutional officers, games are still played with the budget, but are kept to a minimum. Simply put, eliminating Constitutional Officers ,the withholding or reduction of funding of these offices will not save the taxpayer’s any real money as the General Assembly will just shift it to some other expenditure, project or dallyance deemed fitting. It would also be in keeping with the General Assembly’s status quo of unfunded mandates, not properly funding needed programs for the citizen’s of the Commonwealth and overall much to do about nothing modus operandi.
