Vivian, Norfolk City Council continued this year to spend without restraint even though real estate assessments and revenue derived from them were forecast to be lower next year. One example of unbridled spending: Towne Point Park Improvements – Price Tag $11.5 million. This project should have been delayed.

Well, if the cities stop throwing money at boondoggles like light rail and subsidies for tourism, neither of which pay their own way, there should be no problem.
