Did Hamilton get paid for no work?

An article in Saturday’s Virginian-Pilot implies that was the case.

In a June 11 e-mail to [Dave] Blackburn, [Del. Phil] Hamilton expressed concern that the contract “seems to imply full-time work hours.”

He noted that he also had responsibilities as a legislator and as a part-time employee of the Newport News school system.

In a return e-mail, Blackburn reassured Hamilton: “The contract does not indicate work hours… Dean Graves has directed the Center office be accessible during normal day. That can be done by arranging your hours with the admin assistant’s hours as well as by having Center phones roll over to my department. I have arranged the phones to roll over.”

Dave Blackburn was an administrator in ODU’s College of Education. The dean of the College at the time was William Graves. Neither of them would respond to the Pilot’s inquiries about the staffing of the office.

On July 2, Blackburn e-mailed Hamilton that he would need to provide a monthly statement of work and invoice so he could be paid.

The invoices that Hamilton provided, however, were minimal. There was no statement of work other than the single line: “Subcontracting fee for the Center for Teacher Quality & Educational Leadership.”

There is no evidence that Hamilton was required to document his hours, submit progress reports or meet any performance measurements

The invoices can be viewed here (pdf).

Interestingly enough, the same day, a letter to the editor appeared in the paper asking some of the same questions.

  1. Viv,
Good question. When I asked Hamilton about this a couple of weeks ago he said “I had no set office hours.” He gave a nebulous description of his job responsiblities as “co-ordinating” teacher training seminars and “networking” with school superintendents.

  2. Ok, so there was no set office hours..was there a weekly report? Monthly report? Or like you said, was he paid for nothing??
If I still worked for ODU I would be livid (and as an alum, I’m not too happy about this). I think this is just the tip of the iceburg and it doesn’t sound good for Hamilton or ODU.

    1. Not to be “diversionary,” only comparative, didn’t people say the same thing about Michele Obama’s “job” at the hospital?

Anyway, ALL documents must be made public, including any such reports and payments made to him. If there are ethical issues, the HoD can discipline him, as can his constituents. If there was fraud, he and the appropriate ODU folks should be prosecuted.

      1. There’s nothing “comparative” about that, Mouse. You are treading really close to the line here. It is totally unnecessary to bring the Obama’s into every single conversation. Consider yourself warned. There won’t be another warning.

    2. No one is talking so it’s impossible to know if there were any reports.

ICYMI, the Pilot editorial board took ODU to task for its role in this. I’m disappointed in them, too, and have been since the emails first surfaced.

      This thing stinks.

  3. He’s a politician, he gets paid for “no work” all the time. Look the guy is a crook, so is Oder, they both need to get the boot this election.
