According to The Virginian-Pilot, Norfolk Commissioner of the Revenue Sharon McDonald “did not break any laws” in her use of a city credit card but she did not follow the rules regarding the use of credit cards. The audit looked at credit card transactions beginning in July 2005. Of the more than $80,000 in purchases, receipts were missing for more than $25,000 plus another $5,400 in receipts lacked enough detail to determine the purpose of the expenditure.
Looks like it’s OK to break rules as long as those rules are not laws. I’ll try to remember that.
I’m hoping to get a copy of the audit report and will post it as soon as I do. (Not sure why it isn’t already available on the City’s website.)
Interesting that 3 stories were put out there. One about 5 yesterday, a second one later in the evening, I think about 9 and a third one in the paper today.
Started with little damage to the Commissioner’s rep, damage increased a little each time. But still, she doesn’t have to follow rules set by the city or the state, because only the voters, or the circuit court, can remove her.
Vivian, I could only wish that the IRS would accept such audits.
