Bobby Scott, Scott Rigell cancel each other’s vote
Two members of the Hampton Roads Congressional delegation, Bobby Scott (D-3rd) and Scott Rigell (R-2nd) cast opposing votes on increasing the debt limit Tuesday. Scott voted in favor while Rigell voted against the symbolic vote. The real vote will take place in two months.
