At his picnic Monday, Rep. Bobby Scott started his remarks with a remembrance of his older brother, Scotty, who died a couple of weeks ago.
NEWPORT NEWS – Charles Waldo Scott, Jr., known to friends and family as “Scotty,” was born in Washington, DC on October 30, 1945 and passed on August 18, 2013
