According to this Virginian-Pilot article, the Norfolk Redevelopment and Housing Authority (NRHA) could be. New JFK film released

Previously unleased footage of the JFK motorcade just moments before the assassination has been released today, to coincide with Presidents' Day. The film was donated to the Sixth Floor Museum in Dallas, which is located in the Texas School Book Depository building.
