I had several interesting conversations over the weekend with some people in the know in Portsmouth. Seems no one thinks Mayor James Holley is going to resign by Friday, despite the urging of folks that he do so. And while there are people who think they can gather the signatures to be on the ballot, there are a couple of concerns.
First, there is the issue of the recall itself. What if it fails? Not only would Holley remain mayor, but the person who got their name on the ballot would have a target on their back.
Secondly, there is the issue of the propriety of the election part of this. If Holley is recalled and the person on the ballot is elected, will someone be able to challenge the election on the basis of the new special election law, which purportedly overrides the charter? (Will somebody please ask for an AG opinion on this?)
Lots of questions and few answers. Guess we’ll just have to wait and see.
