  1. I think the biggest problem is the “automatic” or “mandatory” spending.

    ALL spending should be voted on by each new Congress. If they have a two-year budget, that’s fine.

    The best way to do it would be to go down the list is Article I, Section 8, and vote things in one by one. When we’re out of money, stop.
