I'm sitting in the Norfolk City Council meeting. After the informal session, council had already decided to vote down the charter changes. Thanks to all who called, emailed and otherwise contacted our council members. This is Democracy in action, folks!

The Commonwealth Institute for Fiscal Analysis released a report (pdf) this morning which assesses the cost of Virginia's tax expenditures.
